American Water lead pipe replacement runs on New Jersey's clock, not a company one

A notice lands saying your service line is lead, galvanized requiring replacement, or unknown, and the logo on it belongs to a utility rather than a city department. In New Jersey the schedule behind that letter is statutory: Governor Phil Murphy signed Assembly Bill No. 5343 on July 22, 2021, giving investor-owned systems until 2031 to pull every lead and galvanized line (New Jersey American Water). The company presents its 2031 commitment as a consequence of that law, which also sent it to the Board of Public Utilities for the money.

Who pays, and the charge already on your bill

The dig does not generate an invoice. The company covers lead or galvanized portions from the main to the house at no direct out-of-pocket cost and warranties your side for 12 months (prioritization plan, December 2022). Once the new line is in, its ownership sits with you, the program page states (New Jersey American Water). Interior plumbing stays out of scope.

Free is still the wrong word. Cost recovery runs through the Lead Service Line Replacement Charge listed above. Its launch version recovered $7.3 million spent between July 1, 2020 and October 31, 2022, billed at $0.01643 per 100 gallons, roughly $0.91 a month at the average 5,520 gallons (New Jersey American Water).

Under the same corporate name, terms shift by state. Pennsylvania American Water also covers the customer's side at no direct cost, with partner CDM Smith, yet names no deadline year. The logo travels; the statute does not.

How the queue is built

Nothing here is first-come. The utility will not swap identified lines on request, only as a programmed and planned activity (Lead Service FAQs). Its December 2022 plan scored census tracts across 30 public water systems on density of children, minority and disadvantaged population, low income, and density of lead. Tracts run 5 highest to 0 lowest, and the first two program years went to municipalities scoring above 4.

Two things still move an address forward. Lines come out wherever other work is already open, such as main renewals and paving. And unknowns get resolved, which is why customers are asked to self-identify their pipe material by video and photo survey.

What the crew does on the day

1. A hole opens in the street where the service line meets the water main.
2. A second hole opens in the lawn, sidewalk or driveway at the curb stop.
3. Someone needs basement access to disconnect the old pipe and connect new copper.
4. Disturbed ground is restored, roadways to code (prioritization plan, December 2022).
5. Purge, then filter: the company covers the pitcher filter and cartridges for 6 months, matching EPA guidance.

In South Orange Village, where work began January 20, 2026, the utility inspects every property, expects one address finished in a single day with about four hours off water, and installs an outdoor meter pit. Permanent restoration depends on weather and can run weeks or months.

Saying no costs more than it saves

That is the context for one line in the company's FAQ: if a customer refuses the customer-owned portion, it finishes its own side and connects to the existing service at the property line. Turning down the free half lands a household in exactly the configuration the advisory board warned about. You may instead hire your own contractor at your own expense, unreimbursed, so coordinate the timing.

Health framing stays with the agencies. Zero is EPA's goal for lead in drinking water, a health target and not an enforceable limit, and the agency has identified no safe level for children; CDC reaches that conclusion about blood lead levels too.
